This announcement constitutes the only solicitation.

Offers are being requested and a separate written solicitation will not be issued.

Solicitation N68520-27-Q-1008 is issued as a synopsis/solicitation.

The Government intends to purchase on a firm fixed price basis and to solicit and award the proposed purchase order on a sole source basis to Evident Scientific MIS, Inc., under the authority of FAR Part 12.

The Fleet Readiness Center Southeast (FRCSE) requires the procurement of the Nortec 700 Eddy Current Flaw Detector system and associated scanners, probes, and interface cables to establish a standardized digital baseline for the Navy’s Automate NDI with Machine Learning (ANIMAL) Project.

Evident Scientific MIS, Inc., is the only known source of this requirement.

Any substitutions may render incomplete delivery, validation and calibration of the system.

Offerors must be registered in the System for Award Management (SAM) prior to submission of an offer to be considered for award of any DoD contract.

See attached RFQ.

Award is expected on 10 November 2026.

Interested persons may submit proposals.

This notice of intent is not a request for competitive proposals.

However, all proposals received by 5 November 2026 at 12:00 pm EST will be considered by the Government.

A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government.

Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.

The Government will not pay for any information received.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
