Scope
This procurement is a Sole Source to Rosemount Inc for annual maintenance, calibration, linearization, and recertification of up to (10) Emerson model MLT analyzers and up to (14) Xstream model analyzers per the attached justification.
The Navy Experimental Diving Unit (NEDU) currently has a requirement for annual maintenance, calibration, linearization, and recertification of up to (10) Emerson model MLT analyzers and up to (14) Xstream model analyzers at NEDU.
As the manufacturer of the instrument, ROSEMOUNT, Inc. (subsidiary: EMERSON LLLP) is the only company offering service and recertification of the equipment.
To use another company to conduct recertification on this equipment might compromise their overall performance.
Use of another vendor may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU, and negatively affect the diving and life support systems these instruments are vital components of.
Therefore, it is imperative that this particular vendor be used to limit the risk to life and health of the US Navy Divers who depend on this instrument.
Therefore, it is in the Government’s best interest to award on a sole source basis to ROSEMOUNT, Inc.
See attached justification.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
