Scope

The A-STRIDE (Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise) framework is utilized by the 36th Contracting Squadron (36 CONS) to deliver innovative acquisition and global engineering solutions that ensure our forces are mission ready.

A-STRIDE is designed to bypass the administrative lag of traditional procurement and leverage industry expertise, leading capabilities, and highly flexible project delivery models.

The 36 CONS executes this program under the statutory authority of 10 U.S.C. § 2808a(a), which authorizes the Secretary concerned to enter into transactions (other than contracts, cooperative agreements, or grants) to carry out repair and construction projects for facilities, including the planning, design, engineering, prototyping, piloting, and execution of such repair and construction projects.

A-STRIDE serves as an overarching framework (the "Master Notice").

Facility Construction or Repair Project opportunities will be independently posted on SAM.gov as an Area of Interest (AOI) -- "ASTRIDE_AOI_Project Title" -- referencing this ASTRIDE parent notice that outlines a competitive, streamlined three-phase procedure to submit responses to active AOIs.

No proposals are being requested against this parent document; proposals will only be accepted in response to active, published AOIs.

For further details, see PDF attachment, "36 CONS PKA ASTRIDE Umbrella Program Notice_29 Oct 2026".

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
