Scope

Notice of Opportunity: BUILTT for DOE Pilot Technologies The Department of Energy (DOE), in partnership with the National Nuclear Security Administration (NNSA), announces the availability of technologies under the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program.

The pilot is being conducted by the Nevada National Security Sites (NNSS), Y-12 National Security Complex, and Kansas City National Security Campus (KCNSC).

Program Overview BUILTT is intended to help qualified small and medium-sized businesses (SMBs) manufacture low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites.

These technologies support mission requirements but may have limited commercial markets or insufficient production volume for traditional technology licensing.

The program uses a Cost Reduction License (CRL), under which a qualified SMB may receive rights to produce a specified technology for a nominal licensing fee.

The CRL is intended to support the sale of the resulting products to DOE, NNSA, and other government customers at a fair and reasonable pre-negotiated price.

Where applicable, the CRL may also address commercial sales.

Technology Areas The pilot technologies generally involve specialized manufacturing, instrumentation, sensing, materials, electronics, and analytical or production systems.

Examples of technology types include: - Specialized optical and high-speed imaging equipment for experimental diagnostics; - Radiation, chemical, pressure, and environmental sensing systems; - Precision electrical and mechanical components; - Advanced materials, coatings, bonding, and fabrication processes; - Laboratory-scale mixing, processing, and production equipment; and - Software, data-analysis, and instrumentation-support technolog...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
