THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. NO COMPETITIVE SOLICITATION WILL BE ISSUED. The War Media Activity – Riverside (WMA-R) intends to execute a bilateral contract modification to Contract HQ0516-21-C-0015 with Frontier California Inc. (CAGE:1L2B), to provide uninterrupted, redundant internet connectivity and support services. This modification will be for a six-month extension in accordance with FAR 52.217-8, Option to Extend Services with a period of performance of 01 September 2026 – 28 February 2027. The regulatory authority which permits this single source procurement is Federal Acquisition Regulation (FAR) 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. The North American Industry Classification System (NAICS) is 517311, Wired Telecommunications Carriers, with a corresponding Small Business Size Standard of 1,500 employees. The anticipated modification award date is 01 September 2026. REQUIREMENT DESCRIPTION: This action is to acquire uninterrupted, high-bandwidth internet connectivity to support WMA-R's 24x7x365 global broadcast mission of the American Forces Network (AFN). The incumbent, Frontier California Inc., currently provides the specific, proprietary Internet Protocol (IP) range essential to maintain these continuous, fail-safe operations with zero unapproved downtime.
