Scope

To all Interested Vendors: This notice is issued to inform interested parties of the upcoming Big Blue 4 procurement.

A key requirement for this procurement will be the possession of a valid and certified DD Form 2345, Militarily Critical Technical Data Agreement.

This certification is mandatory for any vendor wishing to access key RFP information upon its future release.

If your organization does not currently possess an active certification, you must submit your application directly to the Joint Certification Program (JCP).

JCP website and process information can be found at: https://www.dla.mil/logistics-operations/services/joint-certification-program/.

Processing times can vary; do not delay.

Interested parties are strongly encouraged to review these documents and begin the certification process immediately to ensure they meet the requirements by the time the RFP is issued.

Failure to possess a valid DD Form 2345 certification will preclude access to solicitation documents.

DO NOT submit completed DD Form 2345 packages to the Contract Specialist or Contracting Officer from this notice.

This is an information-only notice to allow vendors to prepare independently.

This notice is for planning purposes only and does not constitute a Request for Proposal (RFP).

The Government is not seeking proposals at this time and will not accept or evaluate any submissions sent in response to this notice.

Please reference attachment: BB4 Pre-Sol Additional Info and Requirements for additional procurement information.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
