Scope
The Department of Homeland Security (DHS) is issuing this Request for Information (RFI) for informational and planning purposes only.
The purpose of this RFI is to identify small business manufacturers of specified Technical Category (TC) 1: Equipment under NAICS code 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.
This market research is focused strictly on equipment, not services.
This market research will support acquisition planning for the TC1 Equipment track and determine whether there are small business manufacturers capable of producing specific classes of supply.
The results may be used to support DHS’s consideration of requesting waiver(s) of the Small Business Administration (SBA) Nonmanufacturer Rule (NMR), as appropriate, before release of the final solicitation.
DHS is not seeking a blanket waiver for all TC1 equipment.
Rather, DHS intends to assess manufacturer availability at the individual product-line or class-of supply level.
Where capable small business manufacturers exists, DHS anticipates that the NMR would continue to apply.
DHS may consider seeking an NMR waiver only for those specific classes of supply for which market research demonstrates that qualified small business manufacturers are unavailable.
The information gathered may be used to formulate acquisition strategies for competitive solicitations.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
