Scope

FEMA’s Logistics Management Directorate, Logistics Systems Division, is conducting market research to identify commercially available cloud-based Software-as-a-Service (SaaS) solutions and associated services to transition, implement, operate, maintain, modernize, and support the FEMA Supply Chain Management System (SCMS).

The anticipated requirement supports disaster logistics operations, including order and inventory management; warehouse and transportation operations; asset and in-transit visibility; point-of-distribution support; supply-chain reporting; procurement and enterprise resource planning interfaces; and financial reconciliation.

FEMA is seeking solutions capable of supporting routine operations and scalable disaster-response surge requirements.

The anticipated scope may include transition and implementation services, configuration and integration, recurring SaaS licensing, operations and maintenance, help desk and technical support, cybersecurity and system authorization support, continuity of operations, training, reporting, and optional surge capacity.

FEMA anticipates a cloud-based solution or service model with approved system-to-system interfaces and applicable security, privacy, accessibility, and safeguarding requirements.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
