Scope

Solicitation No.: 09242026 Agency: Federal Bureau of Prisons Project: FCC Yazoo City FY27 Grease Trap Maintenance and Cleaning Title: Amendment 0001 – Revision to Licensing Requirements 1.

PURPOSE OF AMENDMENT This amendment revises the licensing requirement for offerors responding to Solicitation 09242026.

The original solicitation required: “The prime contractor must be fully licensed and permitted by the State of Mississippi.

Any subcontractor performing work must also be certified.” Market research and proposal evaluation revealed that no small business primes currently hold the required Mississippi licenses, creating an unintended barrier to competition in a Total Small Business Set?Aside.

Accordingly, the Government is amending the solicitation to allow licensed subcontractors to satisfy the technical licensing requirement.

This amendment is issued under the authority of: FAR 15.206(e) (Amendment of solicitations) FAR 14.404?1(c)(1) and (2) (Nonresponsive bids and insufficient competition) 2.

REVISED LICENSING REQUIREMENT (REPLACES PRIOR TEXT) New Licensing Clause “The prime contractor OR the subcontractor(s) performing regulated grease trap pumping, waste removal, transport, or disposal activities must hold all licenses, permits, and certifications required by the State of Mississippi, including but not limited to: • MSDH Certified Pumper License • Mississippi solid waste hauling permits • Mississippi Department of Environmental Quality (MDEQ) disposal authorization Copies of all licenses relied upon for compliance must be submitted with the offer.” Clarifications The entity performing the regulated activity must hold the license(s).

The prime contractor is not required to personally hold Mississippi pumping or hauling licenses, provided that: A subcontractor performing...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
