SYNOPSIS: #N68335-27-Q-1003 PERISHABLE TOOLING FOR OUTER WING PANEL (OWP) AILERON HINGE REPLACEMENTS Naval Air Warfare Center Aircraft Division – F/A-18 E/F and EA-18G Outer Wing Panel (OWP) The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with J&S Tool, Inc. (CAGE: 1Y4A4) for the perishable tooling for the OWP Aileron Hinge replacements hardware components in support of the NAWCAD F/A-18 E/F and EA-18G Outer Wing Panel (OWP) Inboard and Outboard Aileron Hinge changes.
The contractor shall provide materials and services to manufacture, assemble, inspect, ship, and deliver to the Government the perishable tooling.
These perishable tools are designed to be used with OWP Inboard and Outboard Aileron Hinge Repair Tooling (Part Number (P/N): AFT74R092118-5003TD/-5004TD) per repair instructions detailed in AYC-1519.
The Boeing Company (CAGE: 76301), as the Original Equipment Manufacturer (OEM) of the perishable tooling for the OWP Aileron Hinge replacements, is the only source with the requisite knowledge, technical experience, production-level data and ability to produce these components.
However, in accordance with the Licensing Agreement, SES-M014-16-049, dated 5 May 2016, in place by the OEM, The Boeing Company, for the Perishable Tooling, The Boeing Company does not sell these parts directly to the Government but has allowed the Government to purchase certain equipment directly from accepted suppliers listed in the Boeing Licensing Arrangement for the Procurement of Perishable Tools.
Therefore, this part will be procured on a sole source basis from the accepted/approved supplier J&S Tool, Inc. (CAGE Code: 1Y4A4).
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
