Scope

Please see the attached RFI/Sources Sought.

Vendors must request access and provide a JCP certification to gain access.

Request responses by 4 December 2026 at 3:00 PM CDT.

To request access to view controlled documents via sam.gov.

You must have a role assigned in sam.gov.

This is not something Government personnel can assist you with.

If you are unable to view the controlled documents, you will need to contact sam.gov for questions.

After you have a role assigned in sam.gov, request to view the documents and ensure you put your company’s cage code in the request.

If you do not provide the cage code, this will delay your request for access.

Access will be granted to the controlled documents if an active DD2345 is on file for your company via the JCP website, https://www.dla.mil/Logistics-Operations/Services/JCP/.

If a DD2345 is not found or is inactive, this will need to be updated and active before access will be granted to view controlled documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
