The District of Columbia (the "District") Department of General Services ("the "Department" or "DGS") is issuing this Request for Qualifications ("RFQ") to solicit Statements of Qualifications ("SOQs") from offerors ("Offerors") interested in performing construction projects for the District of Columbia Public Schools ("DCPS"), Department of Park and Recreation ("DPR"), and municipal facilities (collectively, "Project Locations") during the 2027-2032 fiscal years. These construction projects may include building repairs, upgrades, and tenant-fit-out improvements including, but not limited to, patching and plumbing, carpentry, masonry, electrical, heating, ventilation, and air conditioning ("HVAC"), elevators as well as small park and playground type projects as may be necessary at DCPS, DPR, and municipal sites. The goal of this RFQ is to establish a list of pre-qualified contractors to compete for construction projects as may be requested for projects across the Department’s portfolio of properties. Each such contractor will be required to enter into a BOA that will set forth the general terms and conditions of the process as well as establish the method by which Task Order Agreements for specific work will be competed and awarded. An Offeror’s SOQ must meet all requirements established by this RFQ and all Offerors must hold the applicable license requirements as determined by the District’s Department of Building ("DOB"). Failure to meet an RFQ requirement may render an Offeror’s SOQ non-responsive.
