Scope
BACKGROUND The NIST Research Library and Museum (Library) within Management Resources (MR), provides scientific and technical information assistance to 3,100 full-time staff and 2,000 researchers across the Gaithersburg, MD, and Boulder, CO campuses.
To support NIST’s measurement science mission, the Library delivers access to critical electronic resources, including technical publications, e-journals, e-books, and scientific databases.
Due to the volume and technical complexity of global mathematical literature, NIST researchers require specialized indexing, abstracting, and peer-critiqued evaluation tools.
This acquisition provides campus-wide online access to a mathematical bibliographic and expert review database to enable efficient evaluation of proof validity, citation tracking, and discovery of peer-reviewed mathematical findings.
By facilitating global information discovery, access, and digital resource management, the Library ensures researchers maintain rigorous scientific integrity and technical leadership.
NIST has a requirement to provide campus-wide access to a mathematical bibliographic and expert review database.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
