COMMERCE, DEPARTMENT OF / BUREAU OF INDUSTRY AND SECURITY Nationwide
- Status Closes in 11 days
- Amount Amount not listed
- Set-aside None (open competition)
Scope
The NATO Communications and Information Agency (NCIA) is conducting pre-competitive market engagement to gather input on potential solutions to support the upcoming acquisition for an Open-Source Intelligence (OSINT) Capability.
To that end, NCIA is issuing the attached Questionnaire to inform a dedicated workshop at NATO Edge and solicit feedback from industry partners.
This Questionnaire is issued for planning purposes only and is not a request for bids.
It is part of NCIA’s effort to engage early to inform and ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies.
NCIA values your insight and invites you to review and comment on our draft high level problem statement to provide recommendations for improving performance outcomes, competition, and efficiency; and identifying any risks or concerns that should be considered during planning.
Feedback can be provided in writing in accordance with submission instructions and/or by attending a dedicated industry engagement – OSINT Data Exploitation and Visualization Workshop at NATO Edge, taking place on 17-19 November in Izmir (Türkiye), where NCIA will respond to clarifying questions and invite comments from participants.
Submit responses via the on-line questionnaire no later than 12:00 hours Central European Time (CET) on 04 November 2026.
Submission instructions and additional details can be found in the attachment.
NCIA thanks you in advance for your time and input, and looks forward to engaging with you as it shapes this potential acquisition.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
