What this contract is for

1. DESCRIPTION OF REQUIREMENT This is a Solicitation Synopsis issued by the Department of the Air Force, Air Force Nuclear Weapons Center (AFNWC/NIKM), Hill AFB, UT. This solicitation is for the production and delivery of flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program. These kits directly support the Air Force Global Strike Command (AFGSC) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Operational Test Launch (OTL) Program. 2. SOLE-SOURCE JUSTIFICATION The Government intends to solicit and negotiate with only one source: The Boeing Company (CAGE: 0B0D7), located in Layton, UT, under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). Market research, including a Sources Sought Synopsis (FA8214-25S-FT3PD) and Pre-solicitation Notice (FA821426RB004-PRESOL), concluded that Boeing is the only source with the unique technical data, specialized engineering expertise, and established manufacturing infrastructure required to meet the Government's strict performance schedules. Award to any other source would result in an estimated minimum duplication of $80M in costs and an unacceptable delay of at least three (3) years. 3. PROGRAM SCOPE & REQUIREMENTS The resulting contract is anticipated to be a Firm-Fixed-Price (FFP) vehicle containing the following primary parameters: Quantity: Production and delivery of twenty-five (25) FT3 flight test kits.
