Scope

The U.S.

Army Mission and Installation Contracting Command (MICC), on behalf of the U.S.

Army Installation Management Command (IMCOM), is seeking innovative commercial technologies, products and/or services that will provide an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization & Lifecycle Sustainment Maintenance Plan, and associated project management of the plan throughout the project period, Fiscal Year (FY) FY27-FY31.

This Commercial Solutions Opening (CSO) will utilize a solicitation process authorized by Revolutionary FAR Overhaul (RFO) DFARS Subpart 212.70.

Under this CSO, the Department of War (DoW) will be allowed to competitively procure innovative commercial technologies, products and/or services that will provide a solution for Army Enterprise HVAC modernization and lifecycle sustainment maintenance.

CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in RFO FAR-based contracts awarded under RFO FAR Part 12 Commercial Item Procedures.

Both traditional and non-traditional defense contractors may be awarded contracts under this CSO.

Under a CSO DoW contracting (or agreement) officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.

While this is a complete CSO as detailed herein, the MICC reserves the right to pursue alternative contracting methods as a result of Offeror responses to Phase 1 requirements herein and continued government analysis.

For example, the government may elect to pursue a solution via Other Transaction Agreement (OTA).

If this, or any other change occurs, the public will be notified via sam.gov pos...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
