Scope

Clarifications to the following Answer posed in previous amendment.

VAAR 852.219-75 says "the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs." Please confirm that money the contractor pays to a company that is not a certified SDVOSB, for picking up and hauling waste under this contract, counts toward that 50% limit.

Answer: Per VAAR 852.219-75 the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs.

11.

Contractor-furnished compactor and balers (SOW 3.0).

SOW 3.0 asks for a new 34 CY self-contained compactor and vertical/horizontal balers.

B.2 has no CLIN for them, and 34 CY matches the existing unit.

Should read the following: 4cy front load, 8 cy front load and 40 cy open top containers for solid waste services   Is the contractor required to furnish a compactor or balers?

NO, the VA has a government owned baler in place, and the government is responsible for the 35 cy and 42 cy.

The vendor will be responsible for the pickup of the bales as stated in section three of the SOW.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
