Scope

Patent and Trademark Efficiency Act Contract Award Synopsis The United States Patent and Trademark Office (USPTO) has a requirement for contractor support for Patent Examination Review Assistant (PERA), previously referred to as Office Action Review.

PERA will help enhance and automate the USPTO’s quality review process for Office Actions and Applicant’s Responses.

The USPTO intends to issue a solicitation, negotiate, and award a contract for PERA (NAICS Code 541512, Computer Systems Design Services) to Solve Intelligence, Inc.

The USPTO will provide technical data as part of the solicitation.

Any qualification requirements will be included in the solicitation.

The anticipated award date is December 14, 2026.

Market Research indicates that Solve Intelligence is the company most likely to successfully meet the agency’s needs for PERA.

As a result of the USPTO’s exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Office Efficiency Act (PTOEA), 35 U.S.C.

2(b)(4)(A).

This notice of intent is not a request for competitive proposals.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
