Scope

This document outlines a multi-phase Tactical Wheeled Vehicle (TWV) Industry Engagement led by the Portfolio Acquisition Executive for Agile Sustainment & Ammunition (PAE AS&A).

The purpose is to establish an early, collaborative dialogue with all innovators to inform the Army's TWV acquisition strategy for the Program Objective Memorandum (POM) FY30 cycle.

The engagement aims to move away from traditional, rigid acquisition models and instead leverage new technology and agile contracting to develop survivable, cost-effective, and flexible light and medium-duty vehicle fleets suited for modern, multi-domain conflict.

The process involves interactive industry days, white paper submissions, and one-on-one sessions to define requirements and create an executable acquisition roadmap.

Establish Early Collaboration: Build an open, ongoing dialogue between the Department of Army and all industry partners to leverage market innovations before finalizing formal requirements.

Modernize Acquisition Models: Shift from slow, traditional defense procurement to agile contracting methods that can rapidly adapt to emerging technological trends.

Inform the POM FY30 Cycle: Gather data-driven insights from industry’s capabilities to shape the Army's strategic programming and budgeting for the Fiscal Year 2030 cycle.

Enhance Fleet Capability: Focus development efforts on creating light and medium-duty vehicle fleets that prioritize: operational flexibility in multi-domain conflicts survivability, and long term sustainability.

Co-Develop a Strategic Roadmap: Use a structured process—including interactive industry days, white paper submissions, and focused one-on-one sessions to help guide and develop acquisition strategies for requirements moving forward.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
