Scope

SPECIAL NOTICE Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The United States Coast Guard (USCG) intends to award a sole-source purchase order using the procedures at FAR 12.102(a), as it has been deemed that only one source is available to meet this specific requirement due to the requirement for renewal of proprietary Rustici Content Controller licenses and associated U.S.

The renewal must maintain compatibility with the existing CG-OWL implementation and provide continued access to the currently deployed Rustici Content Controller product and its manufacturer support entitlement.

This purchase order is intended to be awarded to Rustici Software, LLC, UEI XCGFHMLY9421, CAGE 3M4X6, for the annual renewal of 80,000 Rustici Content Controller software licenses, Part Number Content Controller, including U.S.

Government Support, for a one-year term.

The requirement includes electronic delivery of the renewed license access and proof of renewal.

The requirements document in the form of a Statement of Work is attached to this notice.

This notice of intent is not a request for competitive proposals or quotations.

Any party who believes they can perform this requirement should submit a capability statement for consideration by the government.

A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
