In accordance with RFO FAR 5.101 and FAR Class Deviation (Number 25-17), this is a notification of a proposed contract action to Keysight Technologies Inc.
The U.S.
Coast Guard (USCG) intends to solicit and award on a sole source basis under authority RFO FAR 12.102 (a), FAR Class Deviation Number 25-21, to Keysight Technologies Inc., 1900 Garden of the Gods Road, Colorado Springs, CO 80907-3423, United States.
This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements.
The U.S.
Coast Guard (USCG) has a requirement for annual license maintenance, referred to as Gold Maintenance and Support Bundle, to provide technical support for the Keysight Positioning, Navigation, and Timing (PNT)-X global navigation satellite system radio frequency simulator.
The USCG, as an agency of the DHS, is a multi-mission maritime service.
To support position, navigation, and timing of Coast Guard assets in support of the mission, the Coast Guard has obtained and used the Keysight PNT-X global navigation satellite system radio frequency simulator.
The simulator is used to test global positioning system receivers used by Coast Guard assets including their performance in jamming and spoofing environments.
This requirement for annual license support is in direct support of the simulator system.
Keysight has been identified as the sole provider of the required maintenance and no other product or services can meet the Government’s requirement.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified parties on or before 11:00 A...

This is not this contract’s value. It’s what the government has actually paid for comparable work in the past. How we estimate this.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
