Scope

The Federal Bureau of Prisons (BOP) is seeking qualified contractors to provide onsite laser tattoo removal services at multiple federal correctional institutions.

The contractor shall furnish all personnel, FDA-approved laser equipment, supplies, transportation, training, documentation, and related support necessary to perform tattoo removal services for eligible inmates.

Services include consultation, treatment, documentation of procedures and outcomes, follow-up recommendations, and compliance with all applicable federal, state, medical, safety, and security requirements.

Personnel must possess all required certifications, licenses, and experience necessary to perform professional tattoo removal services in accordance with applicable laws and regulations.

The requirement includes services at multiple BOP institutions in Arizona, Florida, Indiana, and Pennsylvania, with potential expansion to additional locations.

Contractors should carefully consider the geographic distribution of performance locations and demonstrate their ability to support all locations identified in the requirement.

Respondents shall identify any planned subcontracting arrangements and provide examples of tattoo removal services performed directly by their organization as the prime contractor.

Experience performed solely by subcontractors or teaming partners should be separately identified.

Any future small business set-aside acquisition resulting from this requirement will be subject to the applicable limitations on subcontracting requirements of FAR 52.219-14 and 13 CFR §125.6.

Respondents should describe how they would comply with these requirements if awarded a contract.

Vendors should carefully review the SOW before submitting a response.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
