Scope
Solicitation 134-202627-001.
The Biomanufacturing Education & Skills Training (BEST) Center of Eastern North Carolina, operated by Wilson Community College, is expanding its current design to include simulated cleanrooms that will be utilized for training in drug product manufacturing.
To provide a capstone experience for trainees, the expansion will feature an automated fill machine housed in an isolator that simulates a controlled environment.
Wilson Community College is seeking proposals to build and install a unit that meets the user requirements listed within.
The design should facilitate advanced training on manual operations and aseptic techniques, with emphasis on educational value rather than high-throughput capability, operational flexibility, or additional premium features.
The contract will include multiple phases, including project kickoff and design review; equipment design, fabrication, assembly, integration, and programming; Factory Acceptance Testing (FAT); delivery and installation; startup and commissioning; functional and acceptance testing; training; delivery of required documentation; and final project acceptance.
Interested vendors should provide a written proposal that describes their solution.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
