Scope

***THIS OPPORTUNITY IS EXCLUSIVELY FOR SEAPORT-NxG CONTRACT HOLDERS ONLY*** This REQUEST FOR INFORMATION (RFI) is issued to conduct market research and solicit industry feedback on a draft Performance Work Statement (PWS) and proposed acquisition strategy.

The Government is seeking feedback on transitioning the DICE Laboratory Support requirement from a 100% Cost-Plus-Fixed-Fee (CPFF) structure to a hybrid Firm-Fixed-Price (FFP) and CPFF structure.

To support this market research, NIWC Pacific is seeking industry feedback and critical review from qualified SeaPort-NxG contractors capable of providing systems engineering, cybersecurity, laboratory sustainment, and hardware-in-the-loop integration support for the DICE Laboratory in San Diego, CA (ZIP 92152).

This follow-on effort requires a TS/SCI cleared workforce to support major C4ISR programs (including CANES) over an anticipated 5-year period of performance.

Responses should be submitted via email to the Contract Specialist Ashleigh Becker at [email protected] and the Contracting Officer Dan Nardi at [email protected] no later than 28 October 2026 at 10:00AM PST.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
