DEPT OF DEFENSE / DEPT OF THE NAVY San Diego, CA

  • Status Closes in 13 days

Scope

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an order to General Atomics (GA), San Diego, CA, under an existing Basic Ordering Agreement (BOA), N00019-26-G-1008 for the implementation of multiple Electromagnetic Aircraft Launch System (EMALS)/ Advanced Arresting Gear (AAG) Engineering Change Proposals (ECPs) including kit production and delivery of shipsets for CVN-78 and CVN-79.

This effort entails all necessary tasks to procure, test, and integrate EMALS and AAG components required for installation on CVN 78 and CVN 79.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C.

3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.

As the sole designer, developer, and manufacturer of EMALS and AAG, GA is the only responsible source with the technical expertise, technical data, and in-depth knowledge to fulfill the EMALS/AAG production requirements.

Award to another source would result in unacceptable delays in fulfilling the agency’s requirements.

Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.

Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: [email protected], or Phone: 619-715-7890.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
