New York City Economic Development Corporation ('NYCEDC') in collaboration with the Mayor's Office of Mass Engagement seeks information from qualified respondents on unified Text Messaging and Phone Outreach platforms. Mayor Mamdani established the Office of Mass Engagement to transform how New Yorkers engage with their government, opening a direct line of communication between the Mayor, his team, and the people who built this city and keep it running. The Office of Mass Engagement works within City Hall and across City agencies to strategize, coordinate, and execute engagement that reaches the masses of everyday New Yorkers. Through this RFEI, NYCEDC seeks to understand available solutions that provide a unified text messaging and phone outreach platform to support the Office of Mass Engagement's public awareness campaigns. It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC's projects and initiatives. Companies who have been certified with the New York City Department of Small Business Services as Minority and Women Owned Business Enterprises ('M/WBE') are strongly encouraged to apply. To learn more about M/WBE certification, NYCEDC's M/WBE program, and programs to assist M/WBE in navigating current and upcoming opportunities on NYCEDC projects, please visit https://sbsconnect.nyc.gov/certification-directory-se...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
