What this contract is for

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to identify qualified vendors and gather input on potential solutions to support the upcoming acquisition of a comprehensive Red Team Mission Planning, Execution, and Debriefing System (RT-MPEDS). NCIA is issuing the RFI to solicit feedback from capable and interested industry partners This RFI is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies. NCIA values your insight and invited you to 1) share relevant corporate capabilities and experience; 2) review and comment on its draft requirements with a view to providing recommendations for improving performance outcomes, competition, and efficiency; and 3) identify any risks or concerns that should be considered during the planning phase. Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached). The NCIA reference for this RFI-42619136-RT, and all correspondence concerning this matter should reference this number. The response deadline is 12:00 hours Central European Time (CET) on 28 July 2026. Your participation in this RFI is greatly appreciated.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
