Scope

The U.S.

Coast Guard is looking for sources which would be interested in performing In Service Vehicle Sustainment (ISVS) and planned maintenance repairs for Coast Guard Cutter (CGC) HEALY.

The performance period for the first period of this upcoming requirement is tentatively projected to be 1 November 2027 – 30 April 2028; second period 1 November 2028 – 30 April 2029; third period 1 November 2029 – 30 April 2030; fourth period 1 November 2030 – 30 April 2031.

It is anticipated that requests for proposals would tentatively be issued around 2 April 2027 and the contract would be awarded around 15 October 2027.

Coast Guard Cutter HEALY is a medium polar icebreaker, homeported in Seattle, WA.

The vessel is about 420 feet long with an 82-foot beam.

Attached is the draft list of work items.

All repairs would take place at the vendor facility and/or the cutter’s homeport depending on the ultimate structure of the contract.

The Coast Guard intends to award a multiple or single award multi-year IDIQ contract to include recurring maintenance and possible non-recurring maintenance (engineering changes in development) onboard CGC Healy, with the desire to complete all maintenance under the same contract; this includes maintenance requiring a drydock availability and maintenance that can be accomplished pier side.

The Coast Guard anticipates one dry dock availability every three years, and one dockside availability each year in between.

The Coast Guard requests industry input on the viability of such a contract.

Companies which would be interested in submitting a proposal for this requirement should reply to this sources sought notice noting their business size/status such as large business, small business, HUBZone, Service-Disabled Veteran-owned, Women Owned Small Business etc.….

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
