County of Sacramento - Human Assistance Sacramento, CA

  • Status Closes in 12 days
  • Amount Amount not listed
  • Set-aside None (open competition)

Scope

The County of Sacramento (County), Department of Human Assistance (DHA), is soliciting proposals from qualified entities to provide Medi‑Cal navigation support services in response to federal requirements enacted under House Resolution 1 (H.R. 1), which mandate semi‑annual Medi‑Cal renewals for adults aged 19-64 in the New Adult Group beginning January 1, 2027. These changes substantially increase customer assistance needs, requiring DHA to contract with an organization capable of delivering reliable, timely, and high‑volume navigation support. Adults in the New Adult Group will be subject to new Medi‑Cal work requirements beginning January 1, 2027, under H.R. 1. Navigators must be prepared to help applicants and recipients understand these requirements and provide the information or documentation requested by the County. Work requirements include completing 80 hours per month of qualifying activities such as work, community service, volunteering, half-time enrollment in an educational program, or participation in a work program. Individuals must meet these requirements at application and renewal, with up to 30 days allowed to demonstrate compliance or provide an allowable exception. Qualifying activities may also include earning at least 580 dollars per month. The proposed contract term will be one year, with the option of two (2) one‑year renewals, contingent on federal and state funding.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
