Scope
The City of Rogers, Arkansas requests letters of interest from qualified consulting firms for professional planning, engineering, and related services for a High Injury Network (HIN) Lighting, Signing, and Striping Study. Selection will follow 23 CFR Part 172, Procurement, Management, and Administration of Engineering and Design Related Services. This project is funded through the U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) grant program, administered by the Federal Highway Administration (FHWA), Assistance Listing No. 20.939, Federal Award No. 693JJ32640757 . This procurement is subject to 2 CFR Part 200, 23 CFR Part 172, and the City’s SS4A Grant Agreement. All work is subject to FHWA review and approval. The study will assess lighting, signing, and striping on non-ARDOT-maintained HIN corridors identified in the City’s Comprehensive Safety Action Plan (CSAP) and the NWA Regional Vision Zero Plan: Dixieland Road; N. 24th Street; S. 1st Street; W. Olive Street; W. Persimmon Street; W. New Hope Road; W. Pleasant Grove Road; S. 26th Street/S. Pleasant Crossing Boulevard; and W. Pleasant Crossing Drive. Building on the City’s 2023–2024 striping inventory, the consultant will assess conditions against MUTCD, PROWAG, and AASHTO standards; identify deficiencies; prioritize systemic improvements consistent with FHWA Proven Safety Countermeasures; prepare planning-level cost estimates; and produce an implementation guide and a public final report suitable for adoption as a CSAP supplement.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
