C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 01/03/2025. The attached Statement of Objectives (SOO) and Specification Sheet form part of this solicitation and contains the salient characteristics required for technical acceptability. D. This RFQ is issued as 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, and the associated NAICS Code is 333241, Food Product Machinery Manufacturing, which has a small business size standard of 500 employees. E. The quoted unit pricing must be all inclusive (to include but not be limited to travel, lodging, per diem, fringe benefits, federal, state and local taxes) plus all other costs pertinent to the performance of this contract.
