City of Hialeah, FL - Finance Management, Purchasing Division Hialeah, FL
- Status Closes in 20 days
- Amount Amount not listed
- Set-aside None (open competition)
Scope
The City of Hialeah invites Statements of Qualifications (SOQs) from qualified design-build firms to provide programming validation, architecture, engineering, permitting, preconstruction, construction, commissioning, occupancy, and closeout services for a new approximately 98,000 gross square-foot building to house the building department and associated services. The project will be delivered at the City's municipal civic site near Palm Ave and East 6th Street and will include associated site, utility, public-realm, technology, security, and existing-facility interface work. The aggregate amount payable under the design-build agreement, including all phases and guaranteed maximum price amendments, may not exceed $45,000,000. The City seeks full building occupancy no later than August 31, 2028, and places substantial weight on earlier lawful occupancy of usable portions of the building. This is a qualifications-based selection under section 287.055(9), Florida Statutes, and applicable City purchasing requirements. Respondents must not include fees, rates, construction prices, or other compensation proposals in the SOQ. Following the final ranking, the City intends to negotiate phased services, a guaranteed maximum price within the stated ceiling, and guaranteed completion dates with the highest-ranked firm.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
