SPECIFIC PROCUREMENT NOTICE (SPN) Country Nepal Project Name Electricity Transmission Project Procurement Title Preparation of Electricity Distribution/Supply Code at Electricity Regulatory Commission (ERC), Nepal Procurement Ref.

Number MCA-N/ETP/QCBS/023 Type of Procurement (goods, works or services as applicable) Consulting Services Accountable Entity Millennium Challenge Account Nepal (MCA-Nepal) Publication Date 09 October 2026 Submission Deadline 01 December 2026 The Federal Democratic Republic of Nepal, acting through the Ministry of Finance (the “Government”) and the United States of America, acting through the Millennium Challenge Corporation (“MCC”), entered into a Millennium Challenge Compact on 14 September 2017, for a grant of USD 550 million to which, the Government will contribute USD 197 million for a program to reduce poverty through economic growth in Nepal, and intends to apply part of the proceeds toward payments under the contract to be awarded for the “Preparation of Electricity Distribution/Supply Code at Electricity Regulatory Commission (ERC), Nepal”.

MCC’s funding is appropriated by the U.S.

Congress and obligated to the compact up-front, with no incremental or partial funding.

So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to offerors by the US Treasury.

MCA-Nepal now invites offers from eligible offerors for the “Preparation of Electricity Distribution/Supply Code at Electricity Regulatory Commission (ERC), Nepal”.

The procurement will be conducted as per the Quality and Cost-Based Selection (QCBS) method specified in the Accountable Entity Procurement Policy and Guidelines (PPG) available on https://www.mcanp.org/en/ProcurementGuidel...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
