What this contract is for

Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-9524, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics. Provide GNSS antenna with the following capabilities: Satellite Signal Acquisition – Provide a rugged GNSS antenna to receive satellite time signals for satellite-synchronized network clocks, enabling accurate and reliable time synchronization of protective relays, automation controllers, meters, SCADA systems, and other intelligent electronic devices (IEDs). Time Synchronization Support – Support reception of GPS or GPS/GLONASS satellite constellations to provide precise timing information for event recording, fault analysis, sequence-of-events recording, and coordinated operation of substation protection and automation systems. Environmental Performance – Provide an outdoor-rated antenna designed for critical infrastructure applications with IP68 environmental protection, high surge immunity, and reliable operation in harsh outdoor environments. System Monitoring – Provide visual indication of antenna operating status and power to assist with installation, diagnostics, and maintenance of the time synchronization system.
