What this contract is for

1.. Millennium Challenge Account-Moçambique (MCA-M) has received financing from the Millennium Challenge Corporation (MCC) for the Connectivity and Rural Transport Project (CTR) and intends to apply part of the proceeds towards payments under the contract for Design and Build (D&B) of the New Licungo River Bridge (1.8 Kms) and Mocuba Bypass Road (17.2 Kms), in Zambezia Province – Mozambique in order to undertake the detailed design and execution of works as per the Employer`s Requirements. 2. The project is in the Zambézia Province of Mozambique on the N1 national road that forms the key backbone of the primary road network in Mozambique and is the main link between the north and south of the country. 3. MCC’s funding is appropriated by the U.S. Congress and obligated to the Compact II up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. 4. Bidding will be conducted through the Quality and Price-Based Selection (“QPBS”) procedure as specified in the MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG. 5.
