Description of Requirement The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Weather Forecast Office (WFO) in Gray, Maine, intends to award a single-source commercial contract under RFO Part 12 procedures.

The requirement is for firm-fixed-price potable water delivery services to fill a 10,000-gallon underground water tank at 1 Weather Lane, Gray, ME 04039.

The contract structure includes a one (1) year base period (9/30/2026 – 9/29/2027) with four (4) subsequent one-year option periods, with deliveries made on an as-needed basis (not to exceed 5 deliveries per period).

Authority & Single-Source Basis A Sources Sought Notice (Notice ID: 142010-26-0130) was posted on SAM.gov from July 7, 2026 to July 17, 2026.

Evaluation of the market research yielded only one capable vendor possessing the required equipment (3" cam lock male adapter), similiar experience, and logistical capabilities to meet Maine state drinking water standards and emergency delivery response schedules for this 24-hour critical facility.

Accordingly, the agency intends to negotiate directly with M.A.
