What this contract is for

Agency
County of Volusia - Community Assistance
Location
DeLand, FL
Scope
State & Local

The County of Volusia Community Assistance Division administers federal and state grant allocations for affordable housing programs. These funding allocations are used to administer programs that provide loans to low and moderate-income households for the housing rehabilitation or demolition and reconstruction of their primary residence. The County has an existing portfolio of approximately 58 loans that are currently being serviced by an outside contractor. The County anticipates that the portfolio of active amortized loans will continue to expand based on affordable housing funding allocations and needs. The Community Assistance Division is soliciting proposals for mortgage loan servicing for the program. The goal of the servicing is to encourage and assist low and moderate income borrowers to keep their loans current, assist those borrowers who have fallen behind due to hardship or other reasons, to maintain effective management of the loan portfolio, to ensure that the borrowers are maintaining the requirement of the program to reside in the home as their primary residence, and ultimately, to reduce portfolio delinquency rates.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
