What this contract is for

Enclosed is a Request for Proposals (RFP) for the provision of preventive maintenance services for the Chiller Plant Building Management System (BMS) at the U.S. Embassy Singapore. If you would like to submit quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter. Offerors are advised that performance of this contract will occur in Singapore and may create business-registration, licensing, tax, Goods and Services Tax, employment, immigration, and other legal or regulatory obligations under Singapore law. Each offeror is solely responsible for obtaining appropriate independent legal, tax, accounting, and other professional advice necessary to determine its ability to perform the contract lawfully and comply with all applicable requirements. The U.S. Government will not provide legal or tax advice, sponsor an offeror’s establishment in Singapore, or reimburse costs arising from an offeror’s failure to identify or comply with such requirements. Offerors that have not determined that they can legally perform the required services in Singapore should not submit a proposal. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/ based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if necessary. The Embassy intends to conduct a pre-proposal conference at the U.S. Embassy Singapore. The conference will be held on July 17, 2026, at 1500 hours (local time) at the U.S. Embassy Singapore .
