This is a COMBINED SYNOPSIS/with a soft two-step SOLICITATION for commercial services prepared in accordance with the information in Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, using RFO Part 15 Negotiation procedures along with RFO Part 19.108-7- SBA 8(a) procedures included in this notice. This combined synopsis/ with a soft two-step solicitation SHALL be posted on the Government Point of Entry (GPE) website - the System of Award Management (SAM) website (sam.gov). In regards to the soft two-step solicitation, please review the attached Solicitation for details.
