This is a COMBINED SYNOPSIS/with a soft two-step SOLICITATION for commercial services prepared in accordance with the information in Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, using RFO Part 15 Negotiation procedures along with RFO Part 19.108-7- SBA 8(a) procedures included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/ with a soft two-step solicitation SHALL be posted on the Government Point of Entry (GPE) website - the System of Award Management (SAM) website (sam.gov). In regards to the soft two-step solicitation, please review the attached Solicitation for details. These dates will apply: Step 1 Deadline: Submittal by 16 July 2026 at 2:00 PM Eastern Time If submitting Questions Deadline: 20 July 2026 at 2:00 PM Eastern Time Step 2 Deadline: Final Proposal Submittal by 31 July 2026 at 2:00 PM Eastern Time Please Note: It is the responsibility of all 8(a) Contractors to review for any Amendments to this Combined Synopsis Solicitation up to the Final Proposal Submittal Date and Time.
