Notice of Intent to Sole Source NAICS Code: 621511 Medical Laboratories PSC Code: Q301 Laboratory Testing Services The Department of Veterans Affairs, Network Contracting office 16 (NCO16), intends to award a sole source, firm-fixed price open market purchase order to include two (2) option years to Quest Diagnostics, 14225 Newbrook Drive, Chantilly, VA 20151 for T SPOT.TB testing services. The required services include performance of the T SPOT.TB assay, daily specimen pickup, secure transport, and compliance with all applicable CLIA, CAP, and VA reporting requirements. The Government intends to award this requirement to Quest Diagnostics, who is identified as the only responsible source capable of meeting all performance, regulatory, stability window, courier, and integration requirements necessary for T SPOT.TB testing. This action is being taken in accordance with FAR 6.302 1, Only One Responsible Source. Due to the unique combination of accreditation, validated assay performance, specimen stability constraints, and daily courier logistics required for timely processing of T SPOT.TB specimens, no other source has been identified that can meet all Government requirements without unacceptable risk to VA employee and patient screening operations. This notice is not a request for competitive quotes. Interested parties who believe they can meet all requirements shall submit clear and convincing evidence, including documented proof, for Government review to determine whether competition would be advantageous to the Government.
