What this contract is for

This Sources Sought / Request for Information is issued for market research purposes only in accordance with Federal Acquisition Regulation Part 10. This is not a solicitation, request for proposal, request for quotation, invitation for bid, or promise to issue a solicitation in the future. The Government is conducting market research to determine the availability and capability of SBA-certified small business concerns with active SAM.gov registration that are capable of performing the full scope of services required to augment and enhance the ERDC Watercraft and Ship Simulator capability. The Government is particularly interested in identifying SBA-certified small businesses with demonstrated experience in watercraft, ship, towboat, vessel, or maritime simulation, including the development of simulator databases, simulator visuals, environmental forcings, and vessel models. Responses to this notice will assist the Government in determining whether the requirement may be appropriate for a small-business set-aside, partial set-aside, or another acquisition strategy.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
