Purpose The U.S.

Army Corps of Engineers, Engineer Research and Development Center (ERDC), is conducting market research to identify capable small businesses and other-than-small businesses that can establish and administer an ERDC Fellowship Program.

This notice is issued solely for planning and market-research purposes.

It does not constitute a solicitation, request for proposal, request for quotation, commitment by the Government, or promise to issue a solicitation or make an award.

The Government will not reimburse respondents for costs associated with preparing or submitting a response.

Responses will help the Government assess the availability, capability, capacity, and socioeconomic status of potential sources and inform acquisition planning, including any small-business strategy.

The Government has not made a determination regarding set-aside status, acquisition approach, contract type, evaluation criteria, or award decision.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
