The NAVSUP Fleet Logistics Center, Norfolk Contracting Department, BUMED/FM&C Directorate intends to procure via sole-source acquisition, five (5) Tactical Combat Casualty Care (TCCC) / Emergency Medical Services (EMS) "Cut Suit". which includes replacing vest with surgical vest and replacing TCCC skins with surgical skins.

The requirement will also include new Blood Pumping System, which has added a pulse, multi-channel flow control, and works with the Advanced Surgical Skills Packages (ASSP).

These hyper-realistic training simulators are needed to support The Naval Expeditionary Medicine Warfighter Development Center (NEMWDC)’s training programs.

The specific part descriptions/numbers and quantities needed are listed below.

Part #1026000 Item Description: TCCC/EMS Cut Suit – Medium Skin Quantity (Units): 5 It is the intent of the Government to process this procurement under FAR Part 12 procedures and to ultimately award a firm fixed priced (FFP) purchase order on a sole-source basis to American 3B Scientific (STOPS Medical).

The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 339113 and a size standard of 800 (# of employees), respectively.

This notice of intent is not a request for quotes – A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
