SOLICITATION FOR RESTRICTED COMPETITION Nurse Telephone Triage/Nurse Advice Line Services Solicitation Number: ACQ-I.H.S.- 2026 – U- 01033 NAICS: 561320 – Temporary Help Services PSC: Q401- Medical – Nursing RESTRICTED COMPETITION The Indian Health Service (IHS), Phoenix Area Office (PAO), intends to award a commercial purchase order to provide Nurse Telephone Triage and/or Nurse Advice Line Services for continued analog telephone services at various locations within the Phoenix Area Office.

This acquisition is being conducted pursuant to HHS FAR Class Deviation 2025-09, Amendment 2, which requires HHS contracting staff to follow the Revolutionary FAR Overhaul (RFO) FAR Part 12 model deviation text for acquisitions of commercial products and commercial services.

Competition is restricted in accordance with RFO FAR 12.102(a), Restricting Competition.

The Contracting Officer has documented the decision that only one source is available and the basis for that decision.

DESCRIPTION OF REQUIREMENT The Indian Health Service (IHS) requires contractor-operated nurse telephone triage and advice line services to support eligible American Indian and Alaska Native beneficiaries served by CRSU, ELKO, FYSU, and U&O.

The services support the facilities’ missions to promote physical, mental, social, and spiritual wellness and to provide beneficiaries timely access to clinical guidance when facility staff may not be immediately available.

The contractor shall provide Registered Nurse (RN) access using evidence-based, nationally recognized, physician-approved triage protocols.

Based on clinical assessment, advice may range from home/self-care instructions and education regarding non-emergent appointments or prescription-renewal processes to direction to urgent or emergency care.
