NOTICE OF ADMINISTRATIVE CLARIFICATION *** ADMINISTRATIVE NOTICE: NOT AN AMENDMENT *** Solicitation #: 75R60226R00026-A1 Title: Evidence Reviews of Newborn Screening Genetic Conditions The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) is issuing this administrative clarification to all prospective offerors regarding Volume II: Past Performance Proposal Instructions.

The Government wishes to remind all potential bidders of the flexible mechanisms built into Volume II: Alternative Reference Types: Per Page 5 of Attachment 2, offerors (specifically small businesses) who have not held relevant Federal prime contracts are explicitly permitted to submit past performance references from state/local governments, private sector clients, or Federal projects utilizing subcontractors.

The Neutral Rating Safety Net: Per Pages 8 and 9 of Attachment 2, offerors without a record of relevant past performance, or for whom information is not available, shall receive an "Unknown Confidence (Neutral)" rating.

The Government will neither penalize nor reward the offeror for this rating, and the proposal will be evaluated strictly on Technical Merit and Price.

A lack of traditional federal prime contractor references does not render a proposal non-responsive, incomplete, or ineligible for award.

The final proposal submission deadline remains unchanged: Tuesday, September 22, 2026, at 5:00 PM EDT.
