This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.2, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and the addenda applies to this acquisition.

Offerors are advised to include a completed copy of the provision at 52.204-7, System for Award Management—Registration.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, and addenda applies to this acquisition.

The Department of Homeland Security (DHS), Federal Protective Service (FPS) is issuing a combined synopsis/solicitation for the purpose of awarding a firm-fixed price purchase order.

Quotes must include a total price for the procurement of thirty-five (35) Covert Security Testing Kits in accordance with the attached statement of work dated July 6,2026, delivery to FPS/PSOD at 6595 Springfield Center Dr, Springfield, VA 22150.

The kit will consist of 35 of each of the following items: Inert Electric Toothbrush and Tube of Toothpaste Inert 16oz Monster Can Inert Hand Wipes Inert 35oz Metal Water Bottle Inert Backpack IED Inert Portable Power Bank Inert IED Portfolio Pelican “like” storage cases Messenger Bags FPS intends to create 35 kits and store them in pelican “like” storage cases.

The vendor shall only provide the devices, the storage cases and messenger bags.
