This amendment is to extend the due date of the solicitation to 9/18/2026 submissions are now due @ noon 11:59am Eastern standard time.

As well as add a pricing template in the attachment for all proposals to follow.

Any other deviation from the attached pricing format will not be accepted.

This supersedes any previous instructions in sections L&M.

In addition, all vendors should note in their technical proposals which range site will be utilized.

Other Changes and/or clarifications: 1.

Test Ranges must be able to accommodate explosive sized of 2000lbs TNT Net Explosive Weight, this is not a requirement to test using actual TNT.

ANFO is an acceptable and economic explosive to use 2.

Vendors must provide a range site for testing.

When evaluating the range site, the government will give preference to proposed sites that are most easily accessablel by the government in terms of location, established agreements, and ease of business & logistics.

The government cannot provide a list of sites that is already has agreements with, but will compare those sites between proposals during evaluation and determine a high confidence or low confidence rating to each.

The POC for all proposals to be delivered to is Richard Crum @ [email protected] Background The Department’s Bureau of Diplomatic Security, Physical Security Division, Research and Development Branch (DS/PSD/RD) is investigating debris generated from perimeter anti-ram barriers during a Vehicle Borne Improvised Explosive Device (VBIED) attack.

DS/PSD/RD is seeking proposals to conduct large scale blast testing and fragmentation tracking.
