Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The U.S.

Fish and Wildlife Service (USFWS), Acquisition & Property Operations, announces its intention to award a firm fixed price sole source contract through the Abernathy Fish Technology Center.

This contract will include Qiagen products and is authorized under FAR Part 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT) of $350,000.

Qiagen, LLC 19300 Germantown RD Germantown, Maryland 20874 The North American Industry Classification System (NAICS) code for this requirement is 325413, In-Vitro Diagnostic Substance Manufacturing.

USFWS requires Qiagen proprietary products that are critical to the Pacific Region Fisheries and Aquatic Conservation Program and the Abernathy Fish Technology Center (AFTC).

Qiagen manufactures specialized, patented consumables and reagents essential for USFWS genetic analysis workflows.

These items are only available directly from Qiagen, as the company does not distribute through resellers.

Prior attempts to substitute other suppliers have resulted in unreliable and inconsistent results that fail to meet mission requirements.

The required supplies support multiple genetic research projects and mission critical responsibilities under USFWS recovery plans.

Because Qiagen retains exclusive control over its patented technology, proprietary formulations, and direct sales distribution model, no other responsible source can provide the supplies necessary to maintain continuity of operations and ensure data integrity.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
