NUWCDIVNPT requires procurement of Firm Fixed Priced (FFP), Bolt Beranek and Newman (BBN) Sole Source Services for undersea acoustic data collection, processing, and analysis during a scheduled Government Fleet Exercise in accordance with the Attached combined Solicitation/synopsis.
Their specific hardware is already engineered to interface seamlessly with the Government’s undersea fiber optic cable architecture.
In addition, BBN is executing concurrent activities on behalf of the Government at the designated exercise location.
Introducing a second, separate contractor to perform this specific acoustic measurement task would cause logistical interference, require duplicate mobilization/demobilization costs, and create unacceptable schedule risks during a complex, multi-asset naval exercise.
The required rapid deployment timeline precludes any other vendor from meeting the requirement without causing a schedule failure and exorbitant duplicative costs.
As such, BBN is the only source capable of meeting the Government's requirements.

All responsible sources may submit a capability statement which will be considered by the Government.
A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
