The U.S.
Geological Survey (USGS), Louisiana Water Science Center, intends to award a non-competitive purchase order to HydroTech ZS Consulting, located in Round Rock, TX, for Long-Term Deployment Modules (LDMs) and accessories for minimizing fouling of water quality sensors, to be delivered to Baton Rouge, LA within 90 Days of award/from the date the contractor receives the purchase order.
HydroTech ZS Consulting is the only source reasonably available for this requirement because no other vendor offers a device that evacuates an air chamber surrounding sensor probes to prevent biofouling.
The patented Long-Term Deployment Modules (LDM) can be configured for compatibility with both the In-Situ AquaTroll 200 and the YSI EXO3 quality sensors currently deployed at LMG WSC coastal water quality stations.
No other commercially available product has been identified that meets the minimum technical requirements.
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).
Responses must be emailed to Cynthia Nicanor at [email protected].

Official solicitation and documents
The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.
Oppward is an independent service and is not affiliated with, endorsed by, or sponsored by SAM.gov or any government agency. This page is a plain-English summary of public record data; the linked source above is the authoritative listing.
How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
